










Lisa is a proven, effective conservative servant leader and representative who is committed to serving the people of House District 61 in southwest Orem and west Provo.
Since 1993, Lisa has diligently served our community in various partisan and nonpartisan leadership roles and was elected to the Utah House of Representatives in 2024.
As a freshman legislator, Lisa takes on tough issues, works around the clock in a professional manner, and continues to stand strong for us and with us.
Lisa is a proven collaborative legislative partner, seeking and finding common ground while holding firmly to conservative principles and values.
When asked during the 2026 session why she never stops, Representative Shepherd responded:
“There is no time to waste. We only have 45 days. I use every second available to get the job done and done right!”

Effective servant leaders listen. Lisa believes the best decisions begin by showing up.
“Lisa’s Listening Tour” has continued throughout her first term, regularly meeting with constituents and intently listening to the issues firsthand. She also regularly meets with other stakeholders, and legislative partners preparing for the 2027 session.
Her listening tour has included school visits and teacher events, meetings with Provo and Orem leaders, state agencies, constituent meetings on district issues, Utah Highway Patrol ride-alongs, facility tours across the state, and policy roundtables both in Utah and in DC, and so much more..
